UPI 123PAY on Feature Phones: Supported Routes and Setup Checks

Learn how UPI 123PAY works on supported feature-phone services, what to verify before setup, and how to check a payment without mobile internet.

UPI 123PAY provides supported ways to make UPI payments when a conventional smartphone payment app is unsuitable. Some routes use a voice call or other feature-phone interface instead of mobile internet. It is not one universal service that works on every phone, bank and network without setup.

Choose a supported route first

NPCI’s explanation of conversational payments describes 123PAY routes including interactive voice response, feature-phone application interfaces, proximity sound and missed-call-based payments. Availability depends on the participating provider and device.

RouteWhat to establish before using it
Voice or IVRThe official service number, supported bank, language and private keypad entry process
Feature-phone appA supported handset, application and bank registration
Missed-call serviceThe legitimate merchant/provider process and expected callback
Proximity paymentCompatible equipment and support on both sides

Do not choose a route merely because a number was forwarded in a message. Find current instructions through your bank or the provider’s official website. This guide deliberately does not reproduce unverified dial-in numbers.

Check the implementation’s actual features

A feature-phone service is not necessarily limited to voice instructions. The PhonePe UPI terms describe its 123PAY app as supporting eligible transfers and merchant payments, balance checks and transaction history. Supported camera-equipped feature phones can scan QR codes. The terms list a ₹10,000 per-transaction maximum, subject to the applicable daily and other controls. Check the limits displayed by your own bank and provider; a published ceiling is not a promise that every payment will be accepted.

Likewise, a service that does not use mobile data can still need a working mobile connection. Poor voice coverage, an inactive SIM or a provider outage can prevent completion. “Without internet” should not be read as “without any communications network.”

Prepare for registration

  1. Confirm that the bank account and mobile number are registered together.
  2. Ask the bank or provider which 123PAY route supports your phone.
  3. Read the required registration and PIN-setup steps before beginning.
  4. Use a private place where nobody can overhear or observe authentication.
  5. Start with an intended small payment only after registration is confirmed.

Do not speak your UPI PIN to a caller or give it to a shopkeeper helping you. Follow the genuine service’s private authentication prompts. Someone claiming to register you should not need control of your bank credentials.

Verify the payment, not just the call

A completed call is not necessarily a successful payment. Check the final service response and available transaction history or bank confirmation. Keep the amount, time, recipient and reference for a query. If the result is unclear or the account was debited, check the status before repeating the payment.

For a merchant purchase, ask the merchant to check their own receipt record. Neither an interrupted voice prompt nor a screenshot supplied by another person establishes the final account position. Our failed-payment guide explains why payment types can have different reversal timelines.

Keep similar services separate

UPI 123PAY, the *99# USSD service and UPI Lite X are different facilities. They can have different eligibility, interfaces and limits. Instructions for one should not be copied into another. Ask for the product name if a bank or merchant simply says “offline UPI.”

For an ordinary registration or payment problem, use the bank or provider’s official support. If you suspect financial fraud, report it promptly through the appropriate fraud-reporting channel, including India’s 1930 helpline where applicable. Do not treat a fraud helpline as the routine help desk for an unsupported handset.
