Roughly a third of India’s mobile phones are not smartphones. That is hundreds of millions of people — older users, rural households, people who simply prefer a phone with buttons — who were locked out of digital payments entirely until UPI 123PAY arrived.
It works without an app, without a data connection, and in several Indian languages. Here is how to actually use it.
What UPI 123PAY Is
UPI 123PAY is a set of four ways to make a UPI payment from a feature phone. The name comes from the three steps involved: call, choose, pay. It requires a bank account linked to your mobile number and a UPI PIN — the same PIN as a smartphone user would set, covered in our UPI PIN guide.
The Four Methods
1. IVR — calling a number
The most widely used route. You call a dedicated IVR number, follow voice prompts in your language, choose the payment type, enter the amount, and authorise with your UPI PIN. No internet, no app, works on any phone that can make a call.
The commonly used numbers are 6366 200 200 and 08045163666, though banks also publish their own.
2. Missed call
The merchant displays a number. You give it a missed call. You receive a call back that walks you through the amount and PIN entry. Popular at small shops because it requires nothing of the customer beyond dialling.
3. App-based, on the feature phone
Some feature phones — particularly those running KaiOS — can run a small UPI application. The experience is closer to a smartphone app, but device support is limited.
4. Proximity sound-based payment
Sound waves carry the payment details between the merchant’s device and yours. It works without internet on either side, and it is genuinely impressive technology, though acceptance remains narrow.
Getting Set Up
- Confirm your bank account is linked to the mobile number in the phone. Without this, nothing works.
- Call the IVR number from that registered number.
- Choose your language.
- The system identifies your bank account from the number. Select the account.
- Set your UPI PIN using your debit card’s last six digits and expiry, then the OTP.
One-time process. After that, payments take under a minute.
Making a Payment
- Call the IVR number.
- Choose the payment type — to a mobile number, to a UPI ID, or to a merchant.
- Enter the recipient’s number or ID using the keypad.
- Enter the amount.
- Enter your UPI PIN.
- Wait for the voice confirmation and the SMS.
What You Can and Cannot Do
Available: sending money to a mobile number or UPI ID, paying merchants, paying utility bills, LPG and FASTag recharges, mobile recharges, EMI payments and balance enquiry.
Not available: scanning QR codes (no camera), UPI Lite, UPI AutoPay mandates, and detailed transaction history beyond SMS.
*99# — The Original Offline UPI
Predating 123PAY and still working, the USSD service is dialled as *99# from any phone, smart or otherwise. A text menu appears; you navigate with number keys. No internet required.
It handles sending money, requesting money, balance checks and PIN changes. The interface is spartan and the session times out quickly, but it is a genuinely useful fallback when a smartphone has no data — worth remembering even if you never use it as your main method.

Limits
UPI 123PAY carries a per-transaction limit of ₹5,000, lower than smartphone UPI. Daily caps follow your bank’s rules — see our limits guide. The lower cap is a deliberate risk control given the simpler authentication environment.
Safety on a Feature Phone
The core rules do not change, and one of them becomes more important:
- Never share your UPI PIN, including with anyone claiming to help you set up 123PAY.
- Only call the official IVR numbers. Fraudsters circulate lookalike numbers, and this is the most common attack on feature phone users.
- Never enter a PIN to receive money. Receiving never requires one.
- Keep the phone locked if it supports a keypad lock code.
