A WhatsApp restore that hangs at 99% is the most common version of this problem, and it is almost never actually stuck. Large media libraries take a long time, and people give up minutes before it would have finished.
Here is how restore works, why it fails, and what to do when it genuinely will not complete.
How Restore Works
WhatsApp backs up to Google Drive on Android and iCloud on iPhone. The two are not interchangeable, and a backup made on one platform cannot be read by the other.
Restore happens during installation, not afterwards. When you install WhatsApp and verify your number, it checks for a backup on the account linked to that phone and offers to restore. If you skip that prompt, the only way back is to uninstall and reinstall.
Three things must match: the same phone number, the same Google or Apple account, and the backup must exist.
Restoring on Android
- Confirm the backup exists — check Google Drive, or on your old phone under WhatsApp → Settings → Chats → Chat backup.
- Install WhatsApp and verify your phone number.
- Sign in with the same Google account and grant Drive access.
- Tap Restore when prompted.
- Wait. Messages appear first; media continues downloading in the background afterwards.
Stay on Wi-Fi, keep the phone charging, and do not lock the screen during the initial restore.
Why It Fails
Wrong Google account. The commonest cause by far. The backup is tied to the account that made it, not to your phone. If you have two Google accounts, it may well be on the other one.
Different phone number. Backups are tied to the number. A new number cannot restore an old number’s backup.

Not enough space on the phone. A restore needs room for the whole library plus working space. Check free storage against the backup size before starting.

Unstable connection. Restores are large and intolerant of dropouts. Use good Wi-Fi rather than mobile data.
Stuck at 99%
Work through these in order.
Wait longer than feels reasonable. A library of 20 GB or more can take hours. Leave it on Wi-Fi and charging overnight before concluding anything.
Check your free space. If the phone fills mid-restore it stalls without a useful error. Clear space and retry — our guide to phone storage filling up covers where to find it.
Switch Wi-Fi networks or restart the router. A network dropping packets stalls the transfer without failing it outright.
Restart the phone and reopen WhatsApp. It generally resumes from where it stopped.
Reinstall and try once more. Uninstall, reinstall, verify, restore. This clears a corrupted partial state.
Skip the restore and let media backfill. If nothing works, choose Skip. You lose the chat history, but this is the last resort rather than the first move.
The Local Backup Route on Android
Less known and genuinely useful when Drive will not cooperate.
Android WhatsApp also keeps local backups on the phone itself, in the WhatsApp Databases folder, retained for the last several days. If you still have the old phone, you can copy that folder to the new one before installing WhatsApp, and restore will offer the local backup instead of the Drive one.
This bypasses Google Drive entirely, which solves the wrong-account problem and the slow-download problem in one move. It requires that you still have access to the old device.
Making the Next Restore Work
Three habits.
Check the backup timestamp, do not assume it. Open WhatsApp → Settings → Chats → Chat backup and look at the date. Scheduled backups fail silently when Drive is full or the phone is offline at the scheduled time.
Take a manual backup the day you switch phones. Not the week before.
Note which Google account it is on. Write it down. This is the single detail that causes the most failed restores, and it is entirely preventable.

What Restores and What Does Not
Worth setting expectations before you start, because people assume a backup is a complete snapshot and it is not.
A WhatsApp backup carries your messages, and it carries media depending on the setting you chose when the backup was made — the “include videos” option in particular is frequently left off, which is why photographs return and videos do not.
What does not come back regardless: your call history in some cases, and any media the sender has since deleted from their side. Very old media may also have been cleared from Google’s servers rather than kept indefinitely.
If specific photographs or videos matter to you, do not rely on a chat backup as the archive. Save them properly into your gallery and let your normal photo backup handle them.
Check the Backup Before You Need It
Almost every failed restore traces back to a backup that was not what the owner assumed.
Open WhatsApp → Settings → Chats → Chat backup and look at three things: the date of the last backup, the account it is going to, and the size. A backup dated three months ago means scheduled backups have been failing silently, usually because Google Drive is full or the phone is never on Wi-Fi at the scheduled hour.
Fix that today rather than discovering it on the evening you switch phones. Take one manual backup now and confirm the timestamp updates.
