RuPay, Visa or Mastercard: Compare the Card Before Choosing the Network

Compare UPI support, overseas acceptance, fees and repayment terms, and understand the scope of RBI’s credit-card network-choice rule.

RuPay, Visa and Mastercard are payment networks, while your issuing bank or card company sets the terms of the particular card. Start with how you will pay, then compare annual fees, borrowing costs, overseas use and rewards. A network logo is not enough to identify the cheapest or most suitable card.

First separate debit from credit

A debit-card purchase normally uses money from the linked account. A credit-card purchase creates an amount you must repay under the issuer’s agreement. Comparing a RuPay debit card with a Visa credit card without separating those functions can produce a misleading conclusion.

Write down the exact product name, network and whether it is debit or credit. Obtain the issuer’s current terms, including the Most Important Terms and Conditions for a credit card. Marketing such as “free” may refer only to a joining fee, not interest, late fees, currency conversion or every transaction category.

What RBI’s network-choice rule actually covers

The RBI circular of 6 March 2024 concerns credit cards. It requires covered issuers to offer eligible customers a choice from multiple networks at issuance; for existing cardholders, the option may be provided at the next renewal. The choice requirement took effect six months after the circular, not immediately in March.

Issuers with 10 lakh or fewer active credit cards are exempt from that choice requirement. Issuers operating their own authorised card network are excluded from the circular. It does not mean every bank must provide every card product on all five networks.

Ask which networks are available for the particular product and whether changing the network changes its number, recurring payments, benefits or price. Obtain that information before accepting a replacement.

RuPay credit on UPI is a useful distinction

NPCI’s RuPay Credit Card on UPI service allows eligible cards from participating issuers to be linked in supported apps for merchant payments. Ordinary Visa or Mastercard credit-card details cannot simply be substituted into that RuPay linking flow.

This does not mean every QR will accept credit. NPCI excludes person-to-person transfers, person-to-person-merchant payments and cash withdrawal through this functionality, among other restricted categories. App, issuer and merchant eligibility matter.

Check the payment source before authorising. A purchase funded by the linked credit card still goes on the card account; scanning a QR does not turn it into a debit from your savings balance. Check the available card limit and current app/issuer transaction controls rather than assuming one daily limit covers every merchant category.

Compare actual charges and reward exclusions

For example, ICICI Bank’s RuPay product information lists different fees for different variants and warns of interest and other charges. That is enough to disprove the idea that a RuPay logo makes a card universally free.

Build a small comparison table for the products you are considering:

  • Joining and annual fees, taxes and any fee-waiver spending condition.
  • Interest and late-payment terms if the bill is not repaid in full.
  • Foreign-currency and other transaction-specific charges.
  • Reward value after exclusions, redemption fees and expiry.
  • Lounge or insurance conditions, including spending or activation requirements.

Use only spending you would have made anyway when estimating rewards or a fee waiver. Taking on extra purchases to reach a reward threshold can cost more than the benefit. Merchant acceptance charges and your own card charges are separate issues; see our UPI fee guide for that distinction.

Check overseas use at the card level

Do not infer international acceptance from “RuPay” alone. RuPay Global describes its international partnerships, including Discover and JCB, and advises customers to activate international transactions through their bank before travel.

For any network, check the exact card’s international capability, enabled channels, limits and acceptance at the merchants or ATMs you expect to use. A global network does not guarantee every hotel, website or terminal will accept every issued card.

Compare the full converted cost shown or charged under the issuer’s terms, not only a headline exchange rate. For essential travel payments, plan an independent fallback you can manage safely; that need not mean applying for multiple new credit cards.

A decision based on your use

If eligible merchant QR payments funded by credit are important, investigate a supported RuPay product. If overseas purchases dominate, verify the international features and pricing of the specific candidates. If you mainly make domestic debit payments, account fees, support and card controls may matter more than branding.

There is no universal winner and no need to hold one of every network. Choose the least complicated arrangement that meets your payment needs and that you can repay and monitor reliably.
