PAN-Aadhaar Linking: Status Check, Penalty and Inoperative PAN

An inoperative PAN does not announce itself. You find out when a refund does not arrive, when TDS is deducted at a rate that makes no sense, or when a mutual fund transaction is rejected for no obvious reason.

Here is how to check where you stand, what it costs to fix, who is exempt, and what an inoperative PAN actually blocks.

Check Your Status First

  1. Go to incometax.gov.in.
  2. Under Quick Links, choose Link Aadhaar Status.
  3. Enter your PAN and Aadhaar number and submit.

You will get one of three answers: already linked, not linked, or the linking is in progress with the request pending. If you are logged in, the same information appears under your profile on the dashboard.

Do this even if you are fairly sure you linked years ago. Requests do fail silently, particularly where the name on the PAN and the name on the Aadhaar differ slightly.

Where the Deadlines Actually Stand

This is confusing because there have been several, and most articles describe only one of them.

The general linking window closed on 30 June 2023. Linking after that date is still possible, but it costs a late fee.

A separate deadline of 31 December 2025 applied to a specific group: people who were allotted a PAN on the basis of an Aadhaar Enrolment ID rather than an Aadhaar number, having applied before 1 October 2024. Those PANs became inoperative from 1 January 2026 if the holder did not complete the linking in time.

If you got your PAN using an enrolment slip while your Aadhaar was still being processed, that group includes you, and it is worth checking your status today.

The Fee, and How to Pay It Correctly

The late fee is ₹1,000 under section 234H. The order of operations matters, because paying it wrongly is the most common reason a linking request fails.

  1. On the e-filing portal, open e-Pay Tax.
  2. Select the assessment year and choose Other Receipts (500) as the type of payment. This is the specific head for the Aadhaar linking fee — using any other head means the system will not recognise the payment.
  3. Pay ₹1,000 and save the challan.
  4. Wait for the payment to reflect. This can take a few working days.
  5. Then submit the Link Aadhaar request.

Submitting the link request before the payment has been processed produces a failure that looks like a system error but is simply a sequencing problem.

What an Inoperative PAN Blocks

The consequences are wider than most people expect, and they are financial rather than merely administrative:

  • You cannot file an income tax return, and returns already filed will not be processed
  • Refunds are withheld, and no interest accrues on them for the period the PAN is inoperative
  • TDS and TCS are deducted at a higher rate — up to 20% under section 206AA
  • Form 15G and 15H are rejected, so tax gets deducted on interest income you may have expected to be exempt
  • Demat accounts, mutual fund transactions and other KYC-linked services are blocked

The higher TDS is the one that quietly costs money. It applies going forward until the PAN is made operative again.

Who Does Not Need to Link

Exemptions exist and are frequently missed. Under the relevant notification and section 139AA, you are outside the requirement if you are:

  • A resident of Assam, Meghalaya, Jammu and Kashmir, or Ladakh
  • A non-resident Indian under the Income Tax Act
  • Aged 80 or above at any time during the previous year
  • Not a citizen of India

PANs in these categories do not become inoperative for want of linking.

Inoperative Is Not Cancelled

Worth stating plainly, because the language frightens people. An inoperative PAN is not cancelled, invalid, or gone. The number remains yours. It is suspended pending an action you can complete.

Once the ₹1,000 is paid under the correct head and the linking request goes through, the PAN becomes operative again, generally within about seven to thirty days. Check the status again after a week rather than assuming.

If the Link Keeps Failing

Name mismatch is the leading cause — a middle name on one record and not the other, a differently transliterated surname, an initial expanded on one side. Correct one record so both match exactly, then retry.

Date of birth mismatch between the two databases.

The fee has not been processed yet. Wait and retry rather than paying twice.

A Note for Employers and Deductors

If you deduct TDS, the CBDT has provided relief from short-deduction demands in cases where a deductee’s PAN was inoperative at the time of the transaction but was subsequently made operative within a specified window. That relief protects the deductor — it does not remove the PAN holder’s own obligation to link.
